Major General Norris is native of Richmond, Virginia and alumni of Virginia Commonwealth University. He earned degrees from Virginia Commonwealth University, Old Dominion University, U.S. Army War College, and several others. His awards and decorations include the Legion of Merit (w/ 2 Oak Leaf Clusters), Bronze Star Medal, the Defense Meritorious Service Medal (w/ Oak Leaf Cluster), the Meritorious Service Medal (w/ Silver Oak Leaf Cluster), the Army Commendation Medal, the Army Achievement Medal and the Army Parachute badge. He has served 26 continuous years in active duty status as both an Active Component (AC), Active Guard Reserve (AGR), and Troop Program Unit (TPU) officer.
